Joint Resolution 7: Human Trafficking

Senate Bill 89: Criminal Law - Human Trafficking - Victims Under Age 21
This bill applied the current statutory prohibition and penalties for human trafficking of a minor, to a victim who is younger than 21 years old.
Status: This bill passed the Senate but was never brought to a vote in the House Judiciary Committee.
Senate Bill 270: Law Enforcement Personnel - Training - Human Trafficking Offenses
This bill required the Governor's Office of Crime Control & Prevention to provide mandatory training for specified individuals in addressing human trafficking. It further required the training to focus on specified issues and the Governor's Office of Crime Control & Prevention to seek the input and participation of specified organizations in the preparation and presentation of the training.
Status: This bill received an unfavorable report from the Senate Judicial Proceedings Committee.
Senate Bill 819: Police Training - Human Trafficking - Sensitivity and Awareness
This bill authorized the Police Training Commission to require, for entrance-level training and at least every 3 years for in-service training, specified training on the criminal laws related to human trafficking, including sensitivity and awareness training to recognize victims of human trafficking.
Status: This bill received an unfavorable report from the Senate Judicial Proceedings Committee.
NOTE: Although the Senate Bill 270 and Senate Bill 819 did not pass, the Maryland Human Trafficking Task Force continues to provide regular and comprehensive training to law enforcement. The MHTTF Training Subcommittee provides consultation regarding human trafficking curricula for law enforcement, prosecutors, government personnel, nonprofit service providers, and citizens. In 2014, the Governor's Office of Crime Control & Prevention Human Trafficking Policy Advisor will continue to revise and expand these trainings statewide.
